Has some interesting facts and touches on some reasons for denial, revocation.

Seems approximately 90% of applicants are approved.

At less than 250,000 permits issued out of 5.7 million Wisconsinites, that's under 5%. How does this compare to other states?

From the article:

Wisconsin residents continue to seek and obtain licenses to carry concealed guns, submitting more than 37,000 applications in 2014, the third full year after concealed carry was approved, according to report released Tuesday.

Nearly 34,000 were issued permits, raising the total number in Wisconsin to 242,488, according to an annual report from the Department of Justice.

Approximately a quarter of those 5.7 million Wisconsinites are under the age of 21 and not able to CWC. Then take away the others that are not legal to carry CWC and only figure the percentage of the population that is able to legally carry CWC, and the percentage is a lot higher than 5%. As a gun loving state, I would assume it ranks right up there with any of the other states after only three years of Legal CWC being an option. One also has to realize with the rate of violent crime from strangers so low here, that folks are not nearly as paranoid as they are in some other states.
 
Here is a state by state concealed carry permit rundown. Per 100,000 population, I believe South Dakota is #1 with over 71,000.

Paranoid is probably not the best choice of words.
