I'd also look at the ATN X-Sight. It requires an IR illuminator but with it the resolution falls between Gen 2 and Gen 3 NV specs. You also get the benefit of the DVR and a functional (though not amazing) day scope. The early units had some bugs but current firmware seems to be solid. Firmware updates come out frequently and ATN really seems to be full steam ahead on this optic/technology so I'd only expect this optic to get better.
In the sub $1000 I'd be looking at the digital options. The resolution gain is outstanding, they aren't going to be damaged by day light, and most can pull double duty as a day scope. They aren't the equal to a Gen 3 NV option, but for the $400-$700 most of them run you get a lot more performance than Gen 1 NV gives, especially when you add a good IR source.
