He stated his import license only allowed for 1.5 million but he would only bring a percentage of that allowing another shipment as the import license takes time to get and has a finite life. I don't think we know the amount being brought in.

That is not correct. Here is his exact post where he talked about his permit.

Our import permit is for 15M primers. My import contact will be getting SPP and SRP in his load. I've specified both on my import permit, but only wanted to list the SPP as a first run because honestly until this whole thing works from start to finish, although I am confident, I've had some skepticism myself along the way. We will eventually be able to offer every kind of primer made by Ginex. This is considered a trial run in my book. Once the first one goes, the gates will open. Just to be clear, we won't bring all 15M across the border at once. That would expire the item from our permit and it takes about 2 months for a new one to be issued.
