I got in my Tardis and went back in time and told Samuel Colt

A 7-round limit means that...

...there is no right to keep and bear arms.

He threw his prototype in the trash.

He thus decided to invent the sewing machine. I gave him a hint.

When I got back to this time. I found Gov. Cuomo had banned the percussion cap on NY assault rifles. Only flintlocks could be used as their slower rate of fire would save lives.

There is such incredible opposition to the safeact, & there are multiple lawsuits against it, & there is alot of hope that this safeact will get thrown out. you people in the free states have no idea how lucky you are right now. Even the police at the highest levels dont understand the laws of the safeact & how to enforce them. Alot of the idiot politicians who voted for this insane law admitted later that they voted for it & really didnt even know most of what was in the bill.they want all assault rifles registered by april 14th,2014.if your caught with any mag that holds over 10rds after jan 15th its a class d felony. no more ammo sales online after jan 14th.backround check every time you buy ammo, & there is no system in place to do it.if you go to the range with a friend & you hand him a bullet, that is a crime, because he didnt pass a backround check. that was quoted from a sheriff upstate. you would think someone made up all this for some kind of comedy but this is whats going on here.:what::what:

Shot a 3-gun comp in Cortland NY this summer. With only 10rds allowed in each gun, it was pretty lame. If I didn't have so much famy here, I'd be gone.

Rumor has it Emporor Cuomo originally wanted a 3-round limit

There are probably only so many companies he wanted to piss off. A few smaller AR makers (STAG) moved out of the state and was probably his goal. Kimber has a plant in NY and he probably didn't want to lose all that tax revenue or jobs. Or they probably had some lobbying involved so they could stay in the state.

NYS 7-round limit means that...

My 1911 would be ok there. And so would my S&W 2 1/2 686.

But, I ain't setting foot in NY. They can keep their laws and I'll keep my money.

You can't shoot USPSA Open in NY anymore

This is not in the least bit true. The only change, one which the open shooters complain about, is that they can only have 10 round magazines instead of 26-30 rounds. This does reduce out of state entries because no one wants to either buy extra mags to come to NY or modify the ones they have.

Some out of state people don't want to come to NY for a competition because they aren't sure of the laws. The laws to bring a handgun into NYS haven't changed.

Limited isn't being used because there was already a Limited-10 division. Other than these two changes everything is the same for IPSC/USPSA. None of the law changes have affected IDPA because it always had a 10 round limit.

So can you have one in the chamber and a full 7 round magazine in the pistol?
Yes, 7+1 is legal in a 10 round magazine. The original law wouldn't allow new 10 round magazines, but that was deleted because they finally realized that 7 round magazines aren't available for many handguns. Yet another example of writing laws about something you know nothing about.

265.20 7-f of the NYS Penal Code:
Possession and use of a magazine, belt, feed strip or similar
device, that contains more than seven rounds of ammunition, but that
does not have a capacity of or can readily be restored or converted to
accept more than ten rounds of ammunition, at an indoor or outdoor
firing range located in or on premises owned or occupied by a duly
incorporated organization organized for conservation purposes or to
foster proficiency in arms; at an indoor or outdoor firing range for the
purpose of firing a rifle or shotgun; at a collegiate, Olympic or target
shooting competition under the auspices of or approved by the national
rifle association; or at an organized match sanctioned by the
International Handgun Metallic Silhouette Association
.

Section 265-20 lists all the exemptions to the laws. If you don't read this section then it sounds like everything is prohibited. I believe many laws are written in this form of everthing that is illegal followed by the exemptions.

For anyone interested, the NYS Police published a guide (available here: http://www.scribd.com/doc/174855115/New-York-State-Police-SAFE-Act-Field-Guide) to the laws that explain how they will enforce the SAFE Act. All the sheriffs said they would not enforce the laws, but I'm sure there's some variance to that and that doesn't include urban police forces.

This is not in the least bit true.

Well it might as well be true. I wouldn't even consider going into NY for any kind of competition, heck, even my 3 gun shotguns hold more than 7 rounds. Of course that doesn't mean much since I live in Texas, but you get the idea.

There is alot of hope that these laws will get thrown out, there is so much opposition that something has to give soon, there is a court date in january that we hope will get it going like colorado did. :cuss:

I just can't comprehend that the idiot politicians feel that this law makes everyone safer. I have trouble accepting that. To me, it's a victory in the fact that they took freedoms from the law abiding citizens of the state and nothing more. Why else would they pass it?

From the Original New Your State Constitution: New York: ... That the People have a right to keep and bear Arms; that a well regulated Militia, including the body of the People capable of bearing Arms, is the proper, natural and safe defence of a free State; That the Militia should not be subject to Martial Law except in time of War, Rebellion or Insurrection. That Standing Armies in time of Peace are dangerous to Liberty, and ought not to be kept up, except in Cases of necessity; and that at all times, the Military should be under strict Subordination to the civil Power.

Where did you find this? I was pretty sure it was not in the NY constitution. Or by "Original" do you mean a previous one that was replaced?

Politicians use Constitutions for toilet paper.
