My wife just got a job transfer to NYS in the Corning area. From what I gathered pistol permits are decently obtainable, but you have to have one first before buying or brining in your own pistols there. OK, so I can park them out of state with family until then. Someone was telling me that I would have to check them in through a gun store and pay them to transfer me my own guns. Can this even be remotely true? What the heck?

Yep. On the other hand, obtaining a pistol permit in the rural parts of NYS is relatively easy. I'm about 25 miles from Corning, NY.

What would it cost to do the transfers, if I absolutely must? And also what groups are active in trying to push for reform of these odious laws?
 
I'm not sure, but I believe that you have to establish a residency time period before applying for the permit.
It's at the Judge's discretion as to restrictions that may be applied to the permit. Some Judges are ok and some are not. They keep raising the fees to register too.
Permits can take from 6 weeks to 6 month to get.
I lived in upstate NY for 58 years and had a permit for 37 years before moving to NC.

I would highly recommend contacting the DA's office or the Sheriff's dept. out there and get the proper course of action. NY is awful prickish on unregistered guns coming in. You may be required to have them secured at the Sheriffs Dept. until your permit comes through. Check first.
