Oiler/Cleaning Kit

NM but grew up in Maine.
Can anyone give me information on the picture below. I was told this was a cleaning kit for my 1903 Springfield (Built in 1921), the smaller tube was designed to fit in stock but this one is welded together. I thought maybe it was a different version that was designed to be carry in a pouch on a web belt? Also, what type of oil/cleaning supplies were carried in them? Thanks for any help!

The cleaning kit from that era was a long nickle-plated brass tube.
One end was an oiler, the other held a brush and thong.

The back end of the tube had a leather pad on it to keep it from rattling.
