Old "Law Enforcement Only" Winchester Ammo

Finally!

Well I've finally shot my rounds of hollow point. I got the ammo (Winchester's RA40180HP Subsonic) about a month after I made up my mind to do so. But I've been so busy (plus one of my shooting days was dedicated to taking out pumpkins:neener: ) that I just got to go test my ammo with my gun to make sure that it was a good fit.

I shot up the 24 old rounds that were supplied to me.
I shot 60 of the 100 rds that I bought keeping 40 for SD/HD (I know that seem like a lot and that I probably won't ever even use one).
I also started stocking up on the WWB hollow point available at WM (for TEOTWAWKI), so I shot 50 of the 150 that I had.
I finished up with 50 WWB FMJs.

Gun shot great with all the rounds--kept eating whatever I fed it with no complaints--I love my HK.

Anyways, I do have a question. When I was cleaning my gun, I noticed small yellowish-white (almost sulfur in appearance) specs scattered throughout my gun. I had noticed something similar to this on around the primer caps of the older 24 rounds.

Any suggestions as to what it was, where it came from, or if it is harmful? I cleaned my gun thoroughly as I always do, and it took me some time to get all of those specs out of the tight spots of my gun.

well as to ammo, theres this place in like arizona or alabama, something like that that sells ammo, well they have these bullets with plastic balls in them, so when the bullet goes through you the plastic balls stay bouncing around inside you cutting eveything up, and they have these other ones that, you can shoot the guy anywhere and as long as it stays inside of him, it will slowly start breakind down the central nervous system. i don't think they're legal, but saw them on a website once, can't remember which though
 
Hockeybum the ammo with the plastic ball is for places you can't use hollow points. The ball is there to make this ammo FMJ so to speak but it will still expand. The ball doesn't go bouncing around. The other ammo you mention I think is Glaser Safety Slugs. Its #12 shot compressed inside a bullet jacket. When it hits a target it kind of explodes (no explosive used in the bullet). If you miss and it hits something hard it just splats out and doesn't richochet.

A factory rep explained LE Only ammo to me like this. The numbers are not correct but it goes something like this. The factory has a standard of an acceptable FTF rate of say 1 rd in 1000. LE only ammo has a standard of FTF 1 rd in 2000 due to some criteria written by someone. It other words it's supposed to be more reliable. Outside of AP or some other type of restricted ammo that's what LE Only means. Any of the LE Only you see on the open market is production over runs. In the 70s I used to buy 158 SWC loaded and the box marked for NYPD that was production over runs. The agency I worked forgot a deal (like half price) on a lot of ammo that was marked "for training only". There was something that this ammo didn't meet the reliabilty criteria. We used it only on the range. 50,000 rds of this and I didn't see any more problems with this than service ammo.
