From my understandsing, and believe me before I tried I'd do way more research, VA and WV allow anyone who can legally own a gun to legally carry it openly. Does that apply to people from MD? I ask because I spend some time in WV and might be going to VA...it would be really neat to actually be able to exercise my RKBA. I'd say the same about PA but I think there you need a CCW to OC.

What say you learned member of THR?

No, in PA you need a CCW to CCW. The only place in PA where you need a CCW to open carry is within the city of Philadelphia.
 
Among places that allow unlicensed open carry, I've never heard of one that had any specific residency requirements. Also PA allows unlicensed open carry, except in Philadelphia and in cars.

If I may be so bold, you're looking at this backwards.

The Commonwealth of Virginia has no law against open carry of a handgun and the Old Dominion does not, perhaps under the Constitution could not, discriminate against visitors. With no law against it, the practice is legal.

That said, rifle OC is prohibited in or near a city unless, interestingly enough, you've got a CHP. Also be aware that schools, courthouses, and a few other places are off-limits for OC, while other places may legally require you to leave their property.

You should come to the next VCDL meeting in northern VA. I think there was a guy or two from MD there last time enjoying the freedoms of VA :D

All good answers. Along with visiting opencarry.org, I'd suggest checking out the specific laws for whatever state you intend to CCW or OC in, to find out what they say about criteria for a shoot to be "good" or not. It does vary from state to state, and god forbid that you're ever forced to actually shoot someone in another state, without an actual permit, you're gonna want to make extra sure that all your bases are covered as much as is humanly possible. Might also want to have a look at handgunlaw.us for some of their info.

I second the idea of getting a FL non-resident permit. My mom lives in FL, and I've been toying with the idea of getting my FL non-resident permit so I can carry the fiancee's 642 in a smart-carry when we go to visit.
