So is it true now that PA will not honor non-res permits from FL?? I know they did not to long ago, but my research is telling me otherwise. As a student at Pittsburgh, with an MD license and address, it seems that my only option to carry here is a VA non-res permit? Is this correct, and/or my only option?
 
I haven't looked into it deeply, but my understanding is that the State AG takes the position that non resident permits are OK, but the State Police take the position it's not.

Since there are lots of state cops and only 1 AG, your chances of becoming the test case are greater than zero.

PA issues nonresident permits, so obtaining one settles the issue in your favor.
 
The State of Pennsylvania recognizes out of state licenses issued to a person, whether or not the person resides in the state of issuance.

Until you are arrested on vacation by an ill-educated State Police Officer and spend the night in jail. You receive a "sorry" and the expense of hiring a lawyer to sue for wrongful arrest.

Right or wrong, I don't want to be arrested by any cop for anything.
 
A Florida non-residence CHL is perfectly legal in Pennsylvania. I know because the county sheriff's office just told me so. If you do get pinched on a bogus beef, remember you can always sue for false arrest. Personally, I don't see the PSP attempting to enforce anything like this. It's just plain wrong; and, the PSP are better informed.

I've walked past dozens of PSP officers while carrying; some of them noticed; none of them asked me to see my CHL. (NOT because they didn't care; but because they know what to look for; and I don't fit the profile.) ;)

Forget about internet gossip. Call the Allegheny County Sheriff's Office at: 1-412-350-4700, or 1-412-350-4714; they'll tell you the same thing.
 
PA will only give a non-resident permit to a person who first has a permit from their own state if available. Technically, it is available from Maryland, but you can't get one, so you are SOL with a PA non-resident permt.

But, the PA AG did indeed clarify the issue and declare that FLA non-resident permits are OK.

Centre County Sheriff, Denny Nau, is well-known to honor requests for non-resident Pennsylvania permits from law-abiding citizens who are NOT licensed to carry in their home state.

Hopefully that won't come back to bite him in the arse since he is breaking the law by doing that.

Actually, Sheriff Nau requires a photo copy of a license to carry a firearm (concealed carry permit) from your home state if that state has a concealed carry law.

I am not familar with Pittsburgh area, however, something to check into. In Pa local sheriffs or city police (in large metro areas, which I suspect is case with Pittsburgh) issue permits. If you are non Pa resident you can get permit from any one who will issue. Centre County sheriff will issue to anyone and it can be done totally by mail. This is one option, but problem in that once you move to Pa have to have permit issue by your local authority. Other option and better if it works is to have Pittsburgh sheriff/local police issue you a non resident permit before you relocate. They may or may not do this and may require your presence to apply and/or pick up. But is nice if you can pull it off. I relocated to Pa some 5 years ago and had non resident permit issued by sheriff in county I relocated to. No break in coverage, just went in and informed him I am living in your county now, paid $6, sheriff updated records and issue me another permit with new address on the spot.

If there is a flaw in the PA CCW licensing system, and man is this nit picking, it's that the sheriffs have a great deal of latitude in setting the requirements for obtaining a permit in their county, whether or not they will issue to non-residents, etc. This has lead to a wildly different set of rules depending on where you live in or out of PA. Not that there's a really big need to change anything, because what's there works and has been working for a long time, it would be nice if the PA legislature would step up and clarify the application process, and make it uniform no matter which sheriff you applied through.

Like I said, sorry! What can I say? I get this stuff off the internet the same as everyone else; and Steve isn't always there to help me out! :D

to clarify, I can just get a florida or VA non-res ccw permit, and carry legally in PA correct...ps im in alleghaney county, pittsburgh area
 
Florida non-resident permit is definitely legal in Pennsylvania - I'm positive of this because my county sheriff told me so.

(Right now, I have both the Pennsylvania Resident CHL, and Florida Non-Resident CHL. I plan on using only the Florida Non-Res permit once my resident PA permit runs out.)

Isn't it still illegal to carry on the University's campus? When talking about Pitt that is most of Oakland.

And Rosa Parks should have just gone to the back of the bus. Not worth the hassle of being arrested, right?

I refuse to let an ignorant police officer intimidate me from exercising my rights that are in full compliance with the law. That's how we get our rights taken away, because we let them do it for fear of "causing a hassle" and "wanting to stay under the radar".
 
isn't it somewhat like NY too that Philly and Pittsburgh try to limit carrying even though you have a permit?

Note: It has come to the attention of the Office of Attorney General that there has been confusion over the applicability of Pennsylvania's reciprocal privileges with regard to the residency status of an individual who has been issued a valid license/permit. It is the position of the Office of Attorney General that recognition within Pennsylvania is based on the issuance to an individual of a valid license/permit by the reciprocal contracting state, and not on the license/permit holder's place of residence.

:) Then the answer is yes! (For EITHER Florida or Virginia, as well as several other states, too - Provided you can get THAT permit, first.)

Pennsylvania recognizes CHL permits from: AK, CO, FL, GA, ID, KY, LA, MI, NH, MO, MT, NC, ND, OK, SD, TN, TX, UT, VA, WV, & WY.
 
Pittsburgh, in my research, doesnt seem to add any additional restrictions to CCW, like philly does...correct me if im wrong..and Oakland, though close to the campus, is plently separate from any Pitt owned builiding.
 
The PSP or Coal & Iron Cops as they were once known are well known for EXTRA LEGAL ANTICS.

Other than that, in Pittsburgh, there are no "special provisions", as is the case with NYC. I believe that Philadelphia's baloney got knocked down in the courts.

Do NOT let your home state permit expire!!!

A lot of states (MI, CO, FL for starters) have retarded rules that state your permit MUST be from the state you live in for it to be effective. So if you drop your resident PA and come here (CO) on a non resident FL permit, your hosed. For what PA costs anyways, I'd keep it.
 
:) ^^^ Thanks! The PA resident renewal process is a pain. I have to go through requalification almost as if I'm a first timer - Even after 12 years of carrying!

I specifically asked the Sheriff's deputy-in-charge of CHL's if I can do this; and, he told me he knows of no reason why I cannot. He, also, cautioned me that many of the local police may not be as well-informed about the CHL laws and reciprocity as they should be; and, occasionally, I could get hassled.

(He is right; of the several local officers I've asked, all of them gave me the wrong answer!) :eek:

The only problem I'm able to foresee is in states like New Hampshire where they want you to hold a resident permit from your home state; but, I don't go to New Hampshire, anymore; so who cares! :D
