I need an idea of what to construct painful but not likely lethal or injurious bullets for a 410, with the construction material being very painful but non injurious when applied to the butt of a medium furred large dog, even at close range.

What caliber are paintballs? What about whittled down superballs? Plastic shotshell wads splined together 3 or 4 to a cartridge? Are those police 'pepperballs' available/legal for civilian use?

At what maximum range are the plastic waddings painful and what range is too close where the wadding would penetrate fur and flesh underneath?

Technical lectures only please.

I'm not concerned about allegations of 'lethal' force because it's my dog. Same reason for not running it over with a truck.

.410 because my dog's victim is already the owner of a .410 and also because I want her to associate the sound of gunshots with pain. Running off pest but not dangerous or livestock damaging dogs is frequently done with angry shouts and shots fired in the air in our neck of the woods. A lot easier to have handy than a high pressure hose.

Not rock salt because the range will probably be about 15 feet and I don't want to pay veterinary bills, as well as it seems cruel to me to cause a dog (that I'm fond of, incidentally)to feel pain for a greater length of time than it can remember what it did wrong.
