Just bought this and only had time to shoot 8 shells through it at shop on way home this evening.

Observations
1. Will not shoot federal bulk low bird shot from waist. It will not eject the case

2. When shoulder fired the shotgun fires all shells in mag tube with no issues.

Is this normal?
 
A fairly common occurrence. It is gas operated so it does not really depend on being against your shoulder to cycle but it does still help to have a good firm grip and a steady backstop (your shoulder) to ensure function, especially when trying to cycle low power shells. Run about 200 rounds of buckshot through it and all cycling issues should go away as it will be loosened up a bit.

The ad copy in the PSA link above, uses both inertia and gas in describing the Panzer M4 shotgun.
I'd also suspect the functioning of birdshot may become more reliable with a few hundred rounds through the gun, certainly more than just 8 rounds through it.

I just went to Panzer's website, they have it listed as an inertia system. I honestly thought it was gas. Lemme just edit my original post so I am not spreading false info.

Being that it is inertia, that explains why it would not cycle from the waist for him. Inertia guns works best against the shoulder/solid backstop.
 
For those who are interested this guy found some potential issues to look out for. Granted not everyone has these issues but it's something to be mindful of.

 
The Turks are putting out some absolutely stellar shotguns these days. My Huglu side by side is far better than it has any right to be.
 
Stoeger makes a Benelli (inertia) clone.

If youre gonna tweak w mods and let it scuff around in the truck......

The Benelli M4 is a gas system. Benelli calls it ARGO. If this Panzer is an Inertia type system they did a poor job of copying the Benelli M4
 
Always wanted a Benelli, especially when I fired one years go. It’s just lower in my want list.
 
Just picked up a Panzer M4.It does utilize the ARGO gas system of the Benelli. The surprise for me was that it is slotted on the port side of the receiver, allowing you to swap the charging handle to that side. For me, that is a plus, since even though I shoot long guns from the right shoulder (left handed, but right eye dominant), It allows one to retain hold of the pistol grip and charge using the off hand. For some, it might be a detriment, since they might think that it would allow more crud in the action.
