They don't have fewer people. Theyve actually doubled their examiner staff and are having temps do a lot of the things real examiners used to do like 5320.20's to free up even more time. The simple fact is they still don't have enough examiners for their workload. The fact that they can churn out form 4's in 4 months , which seems like watching paint dry I know , while at an all time record number of NFA applications is pretty good given that my first few form 4's took over a year to get back when the load was far less.

My fastest was 3 months with efile. Slowest was 12 months due to an issue with efile

You are currently looking at about 5 months turn around for form 4's. I have an acquaintance that is a class 3 SOT and that is what he is averaging.
