Pistol to rifle conversions A-Ok afterall?

I was just perusing the rulings portion of the ATF website (I promise I'm not weird, just considering doing the suppressor thing) and this ruling from July of this year jumped out at me:

I know that there has been some confusion in the past as to whether, an individual would be creating an NFA prohibited firearm if they added parts to a pistol turning it into a legal rifle (>16" barrel + stock), and then later removed the parts, turning the firearm back into a pistol... I'm not entirely clear on the issue, but I believe some folks were concerned that after you converted the pistol to a rifle, it would be viewed as a rifle from there after... in this view when you converted the firearm back to its original form, it would become a pistol made from a rifle. At any rate, the ruling above seems to lay that issue to rest, in our favor, surprisingly. I'm sorry if this has already been discussed at length, this is the first I've heard of it.

It has definitely gotten me thinking about how handy a rifle upper for my Glock would be.... does anyone have any suggestions for a good quality kit of this type?
