Could be an assembly guide or some such that was supposed to be removed at the factory. Just a SWAG.
Had to ruin my fun... My first thought upon observing the photo is that it is part of a tool used during assembly, either a guide or an ergonomic “gripper” of sorts. It would sure be nicer to hold onto that bumper - or have a fixture/tool which used that bumper - than to finger-hold a few thousand expander balls while threading them onto stems all day, everyday. Turning micro-ergo work into macro work is a pretty common driver for tool development in manufacturing.
