A woman posted vdeo this on Facebook an hour ago. She was the driver of a car that was pulled over for broken tail light. She claims that when the police asked her bf (passenger) for his ID he said that he had a permit to carry and had a gun on him. She said that the officer asked him to hand him his permit to carry and ID and when he reached for his wallet the cop then shot him in the arm 4 times. The cop in the video screams that he told him to not reach for it.

The video starts in the car apparently right after the man was shot and does not include the shooting.

Obviously the video doesn't show the actual shooting so who's to know what really happened. The officer may have an MVR with mic and/or body cam.

Too early to make any judgements on what really happend. Officer might have told him to reach for his wallet and then changed his mind and told him not too, man may have said he was going to reach for his wallet and the officer told him not to. Don't know what happened. Can't speculate yet.

Also, according to the news this man has passed. A tragedy either way.

A man was shot by police in Falcon Heights on Wednesday evening. In a video posted on Facebook, the man’s girlfriend says the “police shot him for no apparent reason, no reason at all.”

The girlfriend, Lavish Reynolds, started the video with the man slumped next to her, his white T-shirt soaked with blood on the left side. In the video, taken with her phone, she says they were pulled over at Larpenteur Avenue and Fry Street for a broken taillight.
 
I have a hard time believing the LEO would have just done this on a whim.

There is more to this story to be sure.

One thing is for certain, when a cop tells you to do something, you do it and do it exactly as he asks. Failure to do so can have lethal consequences for you.
 
Officer: I need to see your (proof of insurance, ID, etc.)

John: That is in the (glove box, my back pocket, etc.) Do you want me to get it out now?

Officer: Yes.

John: <Reaches very slowly and deliberately towards the location where he told the officer that the item in question was, giving the officer plenty of opportunity to change his/her mind at any time.>​

So far this approach has helped me remain unshot even though I have had a number of interactions with police officers who wished to discuss rapidity of vehicular transport with me by the side of the road. :D
 
We try and tell folks to keep such things as a copy of your CCW in a place you can easily reach with your off hand (like your shirt pocket) and clearly as far away as possible from your ccw. Lastly if the officer tells you to stop you stop immediately. Hands in the locked and upright position

Involved the St. Anthony Police Dept.
It was near Minneapolis.
Deceased was Philando Castile, 32.

Where I live, police are not primed toward over-reacting, doing magazine dumps, or sympathic firing (shooting just because someone else has shot.) Police shoot in response to imminent threat of death or greivous bodily harm by someone with ability and opportunity to put one in jeopardy, and the shoot will be reviewed by the state bureau of investigation with a presentation to the local grand jury.

Excellent point. We really do not have enough information at this time.
