I understand the importance of avoiding a spark when measuring BP. The measure I frequently use is a c. 1950s Belding and Mull. It has a brass hopper, an aluminum block which meters the powder and a brass tube which is adjusted to control the size of the charge. I've been thinking about loading some .45 Colt with BP. My question is, is my old mesure safe to use with black powder? Thanks.

Lots of BPCR shooters use them, and Buffalo Arms sells a new made copy of the B&M. I think you will be ok. Me? I use a Redding No 3 with metal hopper.

you are perfectly fine with that. i dont even use that. i pour the bp from the flask in to my brass bp powder measure i use at the range. then pour the powder from the brass bp measure to the brass 45colt cartridge.

Heck, I don't even do that, I just fill it until it looks full. Well, I do leave about .125" or so. Push a 255gr lead bullet on top of that and it's good to go. :)

I'd use Scrat's method though if I wanted to make lighter loads.
