Yes. In most elections, the stats show that more people stay home than not. I know of one local election where a one billion dollar school district budget was voted in by 30 percent (if my memory serves) of the registered voters in that district. Many, many gun owners just own a gun incidentally. They inherited one or bought one at Walmart to scare burglars with, and they aren't politically active at all. I believe that gun owners are no different statistically than any other group of people. If 2 out of 3 registered voters actually vote in a national election, that is HUGE.
