Pre-ban AR upper legal?

I was just curious to know if it's legal to buy a pre-ban upper and NOT attatch it to a lower. I see these big tables at the gun shows selling uppers with all of the evil features and I've been tempted to buy one a time or two. To the best of my knowledge it is legal to purchase one so long as I don't mate it with a post-ban lower. Is this accurate?
 
According to ATF, if you have the parts to assemble a semi-automatic assault weapon, you are in possession of one, even if they are not assembled.
 
If you don't own a post ban lower, that's fine.

You could also have your mother buy one, and keep it at her house until Sept.

Having the Preban upper and a post ban lower in the same house is asking for trouble.
 
Go for the friends and family plan: ask one of them to stash a package for you until 9/14.

If you are in posession of a post ban complete lower would it be illegal to also have in your posession a collapsable stock as long as it is not mounted?
 
I'm not a lawyer, blah blah blah....

The sense I get is that if you have evil parts in your posession, without a complete evil rifle, they consider that an attempt to build a new evil rifle.

If you already have an evil rifle, then you have an evil rifle, and spare evil parts.

If you have evil parts, but no reciever with which the evil parts can make a whole rifle, you simply have a pile of evil parts.

Scenario, which I think works: I've got a gunbuddy who owns 0 parts associated with either the AR series, or the M1A series. I own nothing associated with the FNFAL or cetme. Presumably, we can buy evil parts for each other, and throw a swap party when the damned AWB expires, because until we swap, neither of us can build a whole evil rifle.

Now, the interesting question is whether Agent Schmuckatelli might consider this to be some sort of conspiracy thing. It could be alleged that such a scheme might be considered a conspiracy to break the law, when in fact it is a conspiracy to OBEY the law.
 
If you have a pre-ban upper, you should have at least one pre-ban lower lying around. If not, you could be in a world of hurt. Probably nobody would pay you any mind. UNTIL were busted for something else or tried to sell the combo assembled. Be safe. Wait until after Sept.

I agree that's probably accurate, but what if you have both preban and postban rifles in the same house ... don't you technicaly have all the parts to build illegal postban rifles with preban uppers?
