PTR-91 Accuracy

I got a PTR-91 a year ago and just went to sight it in. I bought the fully adjustable drum sights. I have the windage set to the stops on the left side and it's still shooting six inches to the right of the black at 100yds. Anyone having similiar problems or do I just need to buy a scope?

You should send the rifle back.
Sounds like the barrel and it's trunnion were press fit in place a bit off center.
