I have an 01 FFL and have had several requests to send an M1 Garand to California (from my state). This question is aimed at 01 FFL's outside of California who have actually gone through the process and have shipped guns to CA- Heres my questions:
1. How much hassle is it to enroll in the DOJ's CFLC program? Is there a turn around time to get "approved"? Is the process simple?
2. Is it true that I can ship an M1 Garand to an 03 Curio and Relics Dealer without getting approval from DOJ? I found this on the DOJ website which would APPEAR to indicate that yes, I could ship it to an 03 C&R without an authorization number:

The CFLC program does not apply to FFLs with Type 03 (curio and relic collectors) and Type 06 (ammunition dealers) licenses.Thanks-
