Question for FFL's - Shipping to California

I have an 01 FFL and have had several requests to send an M1 Garand to California (from my state). This question is aimed at 01 FFL's outside of California who have actually gone through the process and have shipped guns to CA- Heres my questions:

1. How much hassle is it to enroll in the DOJ's CFLC program? Is there a turn around time to get "approved"? Is the process simple?

2. Is it true that I can ship an M1 Garand to an 03 Curio and Relics Dealer without getting approval from DOJ? I found this on the DOJ website which would APPEAR to indicate that yes, I could ship it to an 03 C&R without an authorization number:

The CFLC program does not apply to FFLs with Type 03 (curio and relic collectors) and Type 06 (ammunition dealers) licenses.
 
Oh, and PS, California doesnt view Garands as "assault weapons" do they?

But you are an 01 dealer so you must get the ID and CA-DOJ account. pretty painless, but something i choose not to deal with right now. This year I plan on getting all of my ducks in a row to start offering to CA

It's about as hard as registering for a new forum.

Once you've registered, you generate an electronic letter verifying that the receiving CA FFL is genuine every time you ship into CA. It's about as hard as signing in and posting on a forum.

I think it's a stupid and useless system, but it's not hard to operate.

The Garand is legal to own and sell in CA and CA does recognize the C&R for long guns so you may ship a rifle directly to the C&R holder. Handguns must go to a 001 FFL for transfer.

Also, handguns that are C&R qualified are exempt from the "approved list" and may be sold in CA. But again, they must be transferred through a 001 FFL.
