Question to FFLs about NICS

Ever since I was mistakenly arrested in 2010, I have been getting Delayed over and over again by NICS. The charges were dropped and I was never convicted.


However, I recently obtained a UPIN and it worked 2 times to prevent me from being delayed, but yesterday when I went to purchase myself a Ruger LCP as a 21st birthday present to myself, it came back as "Delayed" despite my UPIN. I got the gun at Gander Mountain and dealt with a lady who was polite, but seemed to think I have no idea what I'm doing, and told me that nothing goes in the UPIN box unless "You went through the process", she finally reluctantly entered the pin number and it came back with a delay.


Is it possible that the cause of this delay was because I moved to a different address and forgot to notify the VAF UPIN team of the change? I'm kinda in a bind here because NICS usually never bothers to call back, and I'm under the impression that GM wont transfer the gun without a "Proceed".

a delay is just that so they can do a more in-depth search of why you are red flagged

I don't ever recall FBI/NICS explicitly calling us back on a delay. Usually we pester them until we get a response.

That said, sometimes when we call in a check on someone else, we will get notified at that point that there's a response for a delayed check.

It's also possible that whoever called NICS at GM may not have known what to do with your UPIN - the call-in process is slightly different for those forms.

The address of your UPIN is different than the address entered into NICS?

That might cause a delay.

If its any conciliation, I had gotten off probation for a misdemeanor april 14, and this last weekend wanted to buy a shotgun for starting up skeet/trap shooting. I got delayed and forgot to get the FFL's business card so I could bug him... Better than denied though!

Alright thanks guys, I kinda regret going through all the trouble to get my UPIN and they just ignore it for no apparent reason. Totally crazy, I feel like calling NICS customer service and complaining but im not sure it would do anyone any good.

Don't work yourself up with the delay...

I have a UPIN and still get delays. Before my UPIN, I would get a delay up to 24 hours, but after geting my UPIN, I still got delays from 10 minutes to thel ongest of 3 hours. NICS always calls the FFL for the "proceed". But I still always get the gun I buy.

The address of your UPIN is different than the address entered into NICS?

Your address does not get entered into NICS, so this is not the cause.

UPINs are relatively rare (I only have one customer with one), so I don't have enough experience with them to know what could be causing the delay.
