Ever since I was mistakenly arrested in 2010, I have been getting Delayed over and over again by NICS. The charges were dropped and I was never convicted.
However, I recently obtained a UPIN and it worked 2 times to prevent me from being delayed, but yesterday when I went to purchase myself a Ruger LCP as a 21st birthday present to myself, it came back as "Delayed" despite my UPIN. I got the gun at Gander Mountain and dealt with a lady who was polite, but seemed to think I have no idea what I'm doing, and told me that nothing goes in the UPIN box unless "You went through the process", she finally reluctantly entered the pin number and it came back with a delay.
Is it possible that the cause of this delay was because I moved to a different address and forgot to notify the VAF UPIN team of the change? I'm kinda in a bind here because NICS usually never bothers to call back, and I'm under the impression that GM wont transfer the gun without a "Proceed".
