Anyone went thru the process to get an NICS (Unique Personal Identification Nunmber)?

You know the story, Ive bought 12-15 guns this year. So many i lost track as i trade em off and get new ones as i go.
But lately ive been getting delayed by the NICS system DESPITE even having my CHL in Ohio which means nothing so you still have to have the background check.
The kicker is im buying this gun threw Gander Mountain who has an 8 freaking day delay policy. By NICS standards i should have an answer by Wednesday since i applied on Saturday. So i may call GM and bug them anyhow.

Im buying a 28" barreled CZ Ultra Lux .22lr that they dont trust me with while im standing there with my fully loaded 1911 on my side.

So im determined to get my UPIN so this never happens again.
Ive done some research and all i could pull up was to call the NICS people and have them fax me a form and i think i need fingerprinted.
Who owns a fax machine anymore? I don't.

Whats my best bet to start and how did your experience go?
 
I got one after being denied on a firearm transaction. I appealed and the denial was reversed. As I remember the application for the UPIN was with the paperwork for the appeal. At the time I thought the UPIN was only for people who had been denied a transfer and won an appeal but I might be wrong. It will require a set of fingerprints done by a law enforcement agency. You should be able to get instructions from the FBI or NICS ? site that does background checks. It does not mean you will not receive a delay but cuts down on the odds and twice with mine I was delayed and the FFL immediatly called back and and asked why someone with a UPIN was delayed and received a proceed. The delay was just minutes long. Sometimes there is a lack of cooperation between the different departments on the feds end. The call with the UPIN will involve a couple transfers. The UPIN allows the department that does the background checks to keep you records open instead of closing them after a transfer.
 
I googled the NICS site and there is a link for VAF voluntary appeal file. This is the application for the UPIN. I don't know if you can just print it off the site but you will figure it out.

On this issue it is the stores policy when AND IF they will transfer the firearm. If NICS gets back to them then fine, you get your gun 8 days later. If NICS does not get back to them then fine you get your gun 8 days later. If NICS does not get back to a store in the alotted time it is the stores decision to sell it or not.

Getting the UPIN will save you the delay almost universally. I dont have one and I have only ever run into one person who has one in more than 2 years of working firearm sales. He said he has never gotten delayed.
 
Well this is my 3rd in about 12 purchases from stores requiring the background check.
I hate Ganders policy as it even goes against what the NICS system says is required which is 3 working days excluding weekends and holidays.
So by them i should be able to get my gun tomorrow or Wednesday at the latest. My 8 days expires on the 2nd which is a Sunday so i know they wont be getting any answers on Saturday or Sunday, So if they were smart enough to figure that out Friday should be the latest.
From my experience and what i read and hear the NICS don't even call back unless its a denial, They just let the dealer make the decision.

Ill be calling the NICS tomorrow and get what paper work i need sent to me if they can as i have no fax. And im used to the fingerprinting since i have them on file at my local Sheriffs office anyhow. Heck they may even be able to just fax it to them also.
 
I appealled a denial and at the same time asked for a VAF.,,,,,took a YEAR!! (my shotgun was in hock)
During that time I got my C&R FFL from the ATF six months after the denial and six months before the appeal was determined. Took them just over a month from application to license IIRC. Funny thing is that five years later I never once had to use my VAF PIN number because I have been solely using my C&R FFL this whole time. So I can't tell you how well it works, but remember that it only works for the same thinjg which caused your delay and if someone else pops in the system with a similar name to yours, your delays might start happening again and you might need a second VAF (unless they update the existing file?).

Now your case is different, it should take a fraction of the time to get a VAF PIN.
 
I was working at the PD one day when we got a call that convicted felon was attempting to buy a pistol at the pawn shop next door. They gave a physical description of him so I went over to the business to "sort things out". Long story made short, was not the convicted felon, rather someone who shared his name, birthday, and place of birth. We went back to my office, contacted NICS and they sent him a form. He came in with it, we fingerprinted him nd sent it in. He came in a couple of weeks later he came in and showed me a form with his personal ID number on it. Never heard anything more about it.
 
You can file a VAF form to get a UPIN even if you have only ever been delayed i.e. with no denials. I did that, and since my UPIN was issued I have never been delayed. Oddly several times the store says they never provided the UPIN to NICS either even although I had it on the form. It could all just be coincidence.
 
wait, wait, wait, wait... are we talking about the same thing... the National INSTANT Criminal check System?

I don't know about Ohio, but here in Texas the process for buying a firearm takes about 10 minutes.

seems to me the check should take the same amount of time (instant).
 
Here in KY if you have your CCWP they don't call the NCIS. Well they don't have to anyway. I haven't bought anything from Gander Mountain since I got mine renewed last year. They changed the law after I first got my CCWP, so I had to wait until mine expired before it would be in effect.
