how to start up a Range

I am looking for Ideas on starting (funding) up a gun range. we have a private range now and I think it has about 300 members, and thats good but groups like this can be sorta clanish. what I would like to do is have one that is open to the public, with training classes. I vaguely remember about a government program that would fund such an endeavor, and I want to say it was tied in with the CMP program, but I can't find anything on it.
does anyone know of a program like this, or have any ideas on how to go about finding private investors

Don't have any info on funding, but I do have a bunchof info on environmental requirements and some layouts for trap/skeet setups. If you're interested I can post up some links or PM you the info. Unfortunately I'll be away from the computer that has all that info until the end of the month. Try visiting the NRA webpage and searching around for range info, they've got a bunch of good info there, I think that's where I found most of the info I saved. Might also try the Nat'l Shooting Sports Foundation. I don't remember what the site was that I got most of the info on, but it was a range-owner specific site that had lots of info from environmental concerns/laws to funding, layouts, noise abatement, etc...

I'll try to search it out here for you.
