JMO: 9mm loads for ACCURACY:
9mm tends to like 124gr bullets, but it can vary with the twist rate/pistol/bullet used.
9 mm will need to be into mid-range loads and maybe a little higher for pure accuracy.
Bullets with a lot of rifling contact--LONG sidewall--tend to seal and shoot more accurately.
Sorting brass by headstamp will improve load consistency. At that range, case length isn't worth the effort.
Your WIN 231 load will shoot nice and soft, but isn't enough powder for pure accuracy.
Try the Berry's 124gr HBRN TP (.62" long) at 1.135" - 1.140" with almost a mid-range load and move up in .2 gr increases looking for best group. That bullet is "Thick Plated", so don't worry about load range limitations--there aren't any for 9mm Luger use.
Your best groups will be a little snappier than you've been shooting. The pistol will also be a lot cleaner after shooting them. That sooty coating you've had will drop way off.
This will slow down your times until you get used to shooting a little faster load, but your load accuracy/groups will improve noticeably.
