Savage 67C Trouble Ejecting

Hey guys. I recently picked up a Savage 67C 12ga pump. Mostly just because I like shooting various different types of old shotguns and it was one that I didn't have yet.

Anyways, it had a few issues that I've solved (action bar was bent and binding up, and the front sight bead was gone). At this point though when doing a function test the gun doesn't eject a shell. It just sort of "falls" back onto the lifter if it's empty (or if there's a shell on the lifter it just kind of sits in the action). VERY occasionally it will actually eject correctly.

Now, if I hold the action on its side (ejection port facing upwards), it kicks right out every time. Same if I hold the gun upside down - ejects every time. When holding the gun in a normal orientation though, it usually won't eject the shell.

I replaced the ejector and both extractors with new old stock parts with no change in behavior so I don't think any of those are at fault. Any ideas?

PS - I did see a single mention of some googling of one person that said their Savage 67 would eject spent shells but wouldn't eject a loaded shell. I haven't actually fired the gun at the range yet as I've been trying to get it fully functional before taking it. Can anyone confirm that the gun NORMALLY will eject both loaded and spent shells? (I don't see why it wouldn't but I'm grasping at straws here lol).
 
Um, cycling live shells through the gun?

You dont have any spent hulls or snap caps?
 
Well, I just got home and . . . . it's the darndest thing but spent shells fly right out. The more I tinker with this thing the more I believe it deserves its ill reputation lol.
 
The 67’s werent very good when they were new, and haven’t improved with age.

There was a trench version issued during VN and it was generally hated by the troops.
