I think CZ probably has the edge on quality control as I have shot a number of different CZ's (452, 455's) and they are all consistently "good". Not great mind you, but very good.
No doubt CZ has the best QC but they aren't always the most accurate. A couple of years ago I saw a lot more comments about the Savages. Most people seemed to do very well with them but it was hit or miss whether they were better than the CZ's. Most of the time it would be that CZ's were better but there was a fair percentage of MkII's that shot better than CZ's.
I should point out that I had to tweak the heck out of mine to get it to shoot as well as it does. It would always shoot an occasional good group but there were a lot of times when it wasn't shooting that well. I knew the accuracy was there. I just needed to fix what ailed it. Turned out it was action screws backing off like I described before. Now all I have to do is check the torque settings on those screws and they will stay put for a long time. And I will have an accurate rifle. And FWIW before I made the modification to the thumb hole stock I switched from the synthetic stock. It had more problems than just the action screws. A slight breeze would bend that stock so that it put pressure on the barrel at some point. They are NOT very good stocks.
