I don’t know for sure but I think I read somewhere the Browning mount reaches further back and so eye relief is less of a problem than with the Weaver and Leupold mounts.
I haven't had all the various combinations of bases and scopes in hand to be 100% sure but I think you're right at least with the Leupold mount. I called Leupold when I was having trouble with the Browning base as I was about to give up with it. The person I spoke to at Leupold recommended a long eye relief scope with their mount on the SA-22. I forget which one he recommended but it was a handgun scope IIRC. Problem is I had just bought the VX-1 specifically for my SA-22 and didn't want to get a 2nd scope! I'm not sure where you got this idea, but Leupold's website lists 5 rimfire scopes, including 3 variables.Looks like Leupold's current lineup for rimfire is pretty skimpy. Either a fixed 2.5x20 or a 4x28.

Mine, in the above pict. is a Belgium model that I've owned since the early 70's, and it isn't dovetailed...The old Belgium (at least some of them) were dovetailed (on receiver) at some point for sure Japan made ones were drilled and tapped (barrel) for a mount. I never had a scope on either but my Father did have one on a dovetail version for a bit.
