Scope Manufactured to military Spec?? ITAR definition! help

I was looking for help understanding this statement in US Law! I'm In Europe(Ireland) and I was looking at a handgun scope on ebay. I decided to place a bid and as soon as I made a bid I got bombarded with ITAR warnings issued by ebay!!

I read the stuff on the link and to sum it up, it seems fine to buy/export any scope that was not manufactured to military specification. But I am unsure as to what really defines military specification. I'm looking for some degree of simple guidance on military scope without having to write to each manufacturer to seek details on their line of products...

What sort of features make a standard hunting scope!
Closed & capped turrets!??
Standard reticules?? 30\30 or
handgun scopes are not used by military ???

I am looking for a handgun-scope to use as a scout-scope on a 22lr takedown marlin papoose.. I fancy (2-7x32) or (3-12x32) both by Burris and with a possibility of ballistic plex reticule(5 lower aiming points) or a fixed Leupold as they are quility items too. I also found a Tasco pro class 6x40 and a burris 10x with 30\30 and AO..

I just dont want to see the local cops at the door with extradition papers for buying a scope for a 22lr

This came up putting a bid on a pistol scope-2-7x32 burris with standard plex (30/30 i think)

knives?? What the hell is this about! is the US army being knifed while out on tour? I can understand that there is an issue with US personal being killed by items made in the US but I'm going to draw a line in the sand with knives. sure ye can buy knives by the box load from all over the world.. no offence

part (f) Riflescopes manufactured to military scepifications (see category XII(c) for controls on night sighting devices)

At the end of category I there is a note which states the following "This category does not cover riflescopes & sighting devices which are not manufactured to military specifications

then
category XIIc-FIRECONTROL, RANGEFINDER,OPTICAL AND GUIDANCE &CONTROL EQUIPMENT section (c) is purely related to night sighting equipment.

It seems that this category title has been deliberately made vague and confusing in my opinion. It seems IMO that category XII is purely related to firecontrol systems and their components, yet the way the actual title is wrote and printed would suggest that they are all separate items .

Maybe contact a dealer like Midway and ask if they have any problems when shipping scopes to Canada. Odds are that they don't--and thus should be able to ship to you.

I think Art's on the right track. Try a major dealer like Midway or Brownells. They will ship to other countries when permissible and apparently know the rules.
