Scope Question - Hard-to-Turn Power Ring

It is almost impossible to turn the power adjustment ring on my Nikon Monarch scope. I have had the scope for several years and had decided to just live with the problem, but now want it fixed. I know I should send it back. Just one question first - most of my scopes have a screw at the end of the projection that comes off the power adjustment ring. Does this control the tension between the ring and the scope body, or is it more of a limit screw that would be unscrewed when disassembling the scope?

I believe that screw holds the ring that you grasp onto the actual mechanism in the scope body.

All of my Nikon scopes have had VERY stiff mag power rings; seems to be characteristic of the design and manufacture. They will loosen up a bit if warm, telling me that either they use the world's mor viscuous grease or they have a material mismatch that closes up the clearances on things when they get room temp or below.
