For $1100 you're not going to get gen3 NV unless it's stolen. You might find a gen2 monocular for $1100 or maybe a rifle scope if the owner were desperate to sell, but for the most part $1100 is in the upper end of gen1 territory.
 
I just spoke with Matt at Leupold in the technical department.

I have four Mark 4 scopes and a Mark 4 spotting scope and I asked him if they're made in the US. He told me that Leupold has a couple of factories "overseas" that ONLY make Leupold lenses to their EXACT prescription. He told me that every part in a Mark 4 scope is made and assembled in the US with the exception of the lenses which are index matched in the US. His comment was that in order to keep up with demand they had to outsource certain parts of their scopes, which in the case of the Mark 4 line was the lenses. He also mentioned that they don't work with magnesium so the body of the Mark 4 spotting scope was made "elsewhere".

I've been thinking about buying a rangefinder and noticed that even Nikon models are made in China. My Nikon D80 was made in Thailand!
