I thought ammo sold in Illinois had to all go through an FFL? Check the laws carefully. You may be only seeing part of the law.
IANAL but I think Illinois law insists on the FOID being presented in person. This wouldn't neccessarily make it illegal for you to sell it to him but may pose a problem with the shipping it part of your question.
So nobody in Illinois can buy ammo from Midway USA or at least, if they do, Midway USA must ship it to an Illinois FFL....
I have purchased handgun ammo on the internet on multiple occasions, and it has been shipped directly to my home. I did have to provide BOTH a state issued identification and a copy of my FOID card, and both have to have the same address.

Sec. 6‑116. Notice of Change of Residence Address or Legal Name.
(a) Whenever any person after applying for or receiving a drivers license or permit moves from the residence address named in such application or on the license or permit issued to him such person shall within 10 days thereafter notify the Drivers Services Department of the Secretary of State's Office in writing of his old and new residence addresses and of the number of any license or permit then held by him. Such person may obtain a corrected license or permit as provided in Section 6‑114.
(b) General penalties. Unless another penalty is in this Code or other laws of this State, every person convicted of a petty offense for the violation of any provision of this Chapter shall be punished by a fine of not more than $500.
It is the obligation of the holder of a Firearm Owner's Identification Card to notify the Department of State Police of any address change since the issuance of the Firearm Owner's Identification Card.
(e) Except as provided by Section 6.1 of this Act, any other violation of this Act is a Class A misdemeanor.
This is two threads in a week where people from out of state have argued with residents about IL gun laws. Why does everyone around here think they are an expert on IL law?

You are perfectly within the law to ship ammo to any buyer in Illinois. But that buyer is required by law to provide you with FOID copy.
An Illinois resident should send a seller a copy of his FOID card even if the seller doesn't ask.
