Selling ammo to NY and NJ from GB

That the case GB sent me a message, advising guy do not want to cancel even after we agreed in exchanged messages - sale it is over. I requested money for final fee and then I received this message from GB.
He did not sent money, and refused to cancel. It just hang
 
Although that's the law, the fact is that there is currently no state database or system in place to do the background checks or report the sale. Any FFL can receive that ammo and hand it right over to you without doing a lick of paperwork. That's for now -- nobody knows what will happen in the future.

Ya, they really thought that one through didn't they?
 
Actually it not finished yet, buyer disputed reason for sale canceling, and now want me to send ammo to NJ but have only NY DL and "have no idea " that NJ required FID card and NJ DL to buy an ammo. I checked his sales record he have a lot of purchasing on GB more than 200 and that really weird that he claims he don't know any restriction of buying ammo, since law was adapted several years ago...

Yeah, they thought it through.

It is an inconvenience (understatement) to shooters. It causes anybody who wants to shoot, or simply buy ammo, more hassle and expense. That's what they want, because you don't deserve guns and ammo in that state. Or so your elected-representatives seem to think

The next step will be an ammo TAX and TAX stamp (like they do on cigarettes) for all NY ammo. "NY'ers who live close to other states have it 'way too easy'" (says the safe act proponents).
