The 77/22 seems to be a well made rifle, but the average one takes second place behind the average CZ in the accuracy department.
 
Maybe so, but it's the real direct comparison and I can't remember a single time that I complained about the lack of accuracy in my 77/22's. If you want to compare the 10/22 compare it to a Marlin 60 or other semi auto rimfire.

I see you didn't take a swipe at the Kimber, but they will cost what a small barrel full of CZ's do (for now at least, now that the 452 is discontinued allow internet hype to work for awhile it will get a bit closer).
 
And in the spirit of the original post the 77/22 and the Kimber are well outside the 400.00 limitation. So regardless of my apples to apples point the OP has cost as the parameter so I guess I am wrong here to confuse things.

Let's see if I have this right? We are comparing a Semi-Auto rifle (Ruger) against a Bolt Action rifle (CZ). A 10 shot magazine (Ruger) against a 5 shot magazine (CZ)? A so so wood stock (Ruger) against a really nice wood stock (CZ)? A all American made rifle (Ruger) against a oversea made rifle (CZ)? A customer service department here in the US (Ruger) against one not here (CZ)? A rifle that has sold over 1,000,000 units (Ruger) against one I do not know how many have been made or sold (CZ)? A 1 MOA or less rifle against a 1 MOA rifle? A rifle that has 100's if not 1,000's of after market parts (Ruger) against one that does not have any I am aware of (CZ)?

And a majority wants the one that puts more Americans out of work, shoots slower and is not convertable.

Not sure I understand the logic here, but opinions I guess do not need logic.

cz has a customer service department in the usa, hence the name czusa. and they're quite nice folks, too. "shoots slower" is relative, and i'm not sure what you mean by "convertable", but cz does have aftermarket support, albeit not near as much as the 10/22.
