Specifications for the Bullets in that DHS Contract

Don't see why that wouldn't be allowed. (and don't shrink URLS unless you have to. It is nice to be able to see where you are going when clicking a link)

The penetration data is odd.
looks like the bullet does not expand after mild steel penetration, is this like an auto body? Why would this stop expansion more than the other obstacles?
Auto glass looks like the bullet is damaged through it and comes apart unlike other tests.
body armor stops it.

Odd. The cover page describes the weigh of the bullet as 165gr. But on the second page, under the projectile heading, it's described as 180gr. With is it?
