States that wave NICS check's for CCW holders?

Yes, but...

Some states, like TN, have taken over the background check, as allowed by BATFE, and use their own system incorporating NCIS and state records. Because of this we pay a $10 fee for the insta-check system whenever we purchase cartridge firearms. We're trying to get the state law changed to drop the background check and it's fee for current carry permit holders (we don't have purchase permits here).

I understand your point. California has the same type of state checks. My point was that the Feds set the standard for which documents can be used to bypass NICS. Basicly, an FBI records check within 5 years is what BATF and the FBI look for in a state document, be it a purchase or carry permit.
 
Utah doesn't waive (not wave) the NCIS check. What it does do is check a CFP holder something like daily. So if you have a CFP in Utah and go to buy a firearm, you don't pay a background check fee because its already been done that day. The dealer still has to call it in, but they just call in your CFP permit #, and the check comes back almost instantly.
 
Missouri CCW doesn't waive the NICS. AND you still have to get a Permit to Aquire a Handgun permit when buying a new handgun. Then, there's up to a 3 day wait for that.

Supposedly the MO House is working up a bill to address this, but seeing as how it's 'revenue generating' it will never go away.


(As far as the US territories go: Guam, Puerto Rico, and ... what's the other one? Other than Mexico...)
 
How is this a safeguard? When you buy a gun using your CHL they don't enter any information anywhere, you fill out the 4473, pay for your purchase, then leave the store with it.

In Arkansas they enter my CHL info right on the yellow form.

They do that here too, but that is as far as it goes. The 4473 just gets filed in the dealers files afterwards, nothing is called in to see if it is actually valid.
