You present the Federal paperwork to the seller to make the transfer. Everything is registered through the BATF. Before that you also make sure they are legal in your state. It is a very expensive hobby. Only MGs grandfathered before the 1986 Federal ban can be transfered to another owner. There is a small pool of MG available for purchase at any given time and some models are very hard to find. A standard M16, Vietnam era goes for something about $16,000 and that is about average price for MGs.
