Steel jacketed/casing ammunition?

There is a really good buy on a huge crate of 7.62X25 ammunition from my regular dealer. I own a norinco type 54 and have not shot it becuase the locals don't carry the ammo.
If I order this crate it will last me a long long time, but I can't find any information on what the deal is with steel cased ammunition and steel jacketed bullets. The description is ripped right from the site offering the crate

Czech military ammunition features copper washed steel jacketed projectiles, milspec berdan primed lacquered steel cases

What do you guys think about this stuff? why are they not using brass, does it cost less for steel? Also what are the disadvantages/advantages with steel?

I would think that steel has a different heat conductivity rate, absorbs heat faster and more efficiently than brass, so this kind of stuff would be used primarily for full auto's?

Let me know, I've been searching the net for days and can only find slight tidbits that don't really help.
