Stoeger sxs problem

Recently picked up a Stoeger sxs with open hammers. The hammers won't strike the pin. They stop just short. What's up?
 
Is the safety off?

I understand the hammerless(not sure about the ones with hammers, but I think they do too) Stoegers have an auto safety that goes on when the gun is opened.
 
Yep, the safety is off. It's weird. I thought I'd ask here before I contacted Stoeger.
 
I've recently read numerous references to external-hammered Stoegers but I've never seen or even heard of them otherwise. I don't find them on the Stoeger website. What are these? Who makes them? Where can one find information on them?
 
Does the gun fire? I don't remember which ones now, but there are some "hammer" shotguns where the hammers are just for show. They move but do not strike the firing pins. Also, some have rebounding hammers, and with the safety off and the hammers down, if you pull the trigger on these you ought to be able to push the hammers down on the firing pins while holding the trigger back.
