BRNO and Zastava if you dont want to spend to much, BUT with open budget Holland and Holland 375H&H.

Howa Varminter (Apparently, Howa manufactures Weatherby Vanguard.)

Just got one, so I really can't comment. We will see.

Growing up in MT, I hunted all through junior high and high school. Sold most everything I had to go off to college. Haven't hunted in quite a few years but have been missing it - I bought a Savage 11gc. It was a lot less then the Rem 700 (which I used to have) and true, the action isn't quite as slick, but its not bad at all, and wow is that thing accurate. The trigger is excellent as well, I couldn't be happier.

Did FIREPOWER! just recommend a dangerous African game caliber for coyote?

What the hell kind of coyote do you have where you live?

You probably needed to put some kind of a price range on the proposed rifle. I think a Surgeon action alone probably costs more than any of the choices you have, including scope and rings.

375 h&h MIGHT BE JUST A LITTLE EXCESSIVE FOR YOTES/SMALL GAME, BUT HEY YOU NEVER KNOW. DIFFERENT STROKES ECT.

the price im looking at is $1500 or lower so the $4500 Surgeon rifle is out

Anything 22lr
you won't go broke.
Never have to worry about poor accuracy, unless
you buy a weird one someone made in their garage.

Oh, and get some 22mag for the coyotes.
It may not be allowed, but if you can take them down with that
you'd be doing well.

would be helpful if you indicated a price range

From your options, I picked Sako, Tikka, and the Weatherby. Why? Those are great companies, and I would be doing more with the rifle than you have indicated, on top of what you've indicated, and they would meet my needs wonderfully. Sako is incredibly built, Tikka is the "budget version" thereof, but both still use goof actions, etc. The Weatherbyis a good second-place, and I've toyed with getting one every now and then, but after I further refined my possibilities, it just wouldn't work (which is a shame, I'll admit). That, and they're all made to better specifications than your usual Remington, and much better built than a Savage.

HTH.

Best bang for your buck may be the Savage. But I really like the Tikka T3 rifles as well. .223 should be fine for coyotes, or if you want step it up to 22-250.

If I recall the Weatherby Vanguard is the same rifle as the Howa with the Howa being cheaper (Vanguard has better stock??).

Sako - great choice but higher price.

I voted rugar, but I also like rugers, bought one in .223, very happy.

I have a 70's vintage Win. 70 in .22-250. Nice wood, nice action, heavy barrel. It's just fine... but If I were you I'd be looking at .223. Cheaper ammo. less recoil, for all practical purposes just as accurate (unless you are loading you own). Maybe a CZ, that would leave some $ for a good scope, rings and etc. Ammo and a spotting scope to see those 1 in. groups out at 300 yds.. :)
