So now we have a viable course of action. Now just two more questions:
1. How would I go about contacting them without my ID being used.
2. How much and what type of evidence should I have to ensure something is done?

If you could supply evidence, be it video, photos, audio; why not just forward it anonymously off to multiple sources? If you really want to get crafty, you set up a bogus e-mail account with anonymous provider (hushmail, for ex.), convert all your media to a digital format, and mass e-mail your contacts, CC:ing everyone. IMO, someone has to do something at that point.

Looking at the "anonymous" video - would it be easy to ascertain an approximate location of where it was shot from?

My advise is to shoot some vid if you can , call or visit the closest office of your state investigative agency it may or may not be the state police ( here in Colorado the state police are glorified meter maids in charge of traffic ect.. Colorado Bureau of investigation does criminal cases ) and set up a meeting with an agent . In colorado at least they do have the right to run a dope case anywhere ( send in a ci , make buys , ect .. ) any time , with no notice to the locals, so they could just decide to target your town/neighborhood for a little work .

I think my best bet would be to wait for another situation with the neighbors. The last time there was a confrontation, neighbor a called up his relatives on the cell and sure as hell they came whipping up in an unmarked. After all was said and done another of the neighbors went down to the cop shop to file a report, and lo and behold no call was received at the pd to dispatch them there...

You imho will need something pretty blatent to take to the state guys , its your call as to what is blatent , but do be aware the vid need not stand on its own , simply it needs to corraborate parts of your report to them . If another neighbor is as concerned as you are , keep in mind there is credibility in numbers too , it shows that it isnt just one neighbor with a problem . Just food for thought , and good luck with your bad situation .
