With the upcoming possible change in political tide; (I Have A Gun Grabbin' Governor :cuss:) What will be the next gun that they will try to put on a restricted or hard to get list???

Don't worry about it. They can't get anything out of committee.

If you need an excuse though... ?Fitty Cal? or AWB would make the most quote unquote "sense".

Even though no one has proposed any laws to that effect this session.

If I were a betting man I would put money one regular hunting rifles with a scope. Banned because they are "sniper rifles"

That is after .50 and the AWB that everyone knows is the current target.

Whatever gun can be successfully demonized. Since there's no real logic or reason in choosing which guns to ban, it's very difficult to anticipate which gun it will be.

Buy what you like. Not that banning is ok, but why own something you don't necessarily want just because it might get banned? If you can afford a whole bunch of guns, go for it, but if you have to ask what to buy, you might want to just buy what you really want to own first...then it won't matter what is legal/illegal because you probably didn't really want it that bad anyways.

If another AWB was imminent, I might buy an AK or some stripped lowers, maybe some extra 30 rounders. But I wouldn't be going out of my way to buy stuff I *think* is possibly on someones diabolical gun grabbing agenda to get banned before there is even any actual legislation on the table.

Look at H.R.1022 at the Federal level to see what the prohibitionists are currently fighting to ban. Pretty much all detachable-magazine autoloading rifles. I think you could count the autoloaders not covered by H.R.1022 on your fingers.

Also, any magazine holding more than 10 rounds.

its not just detachable magazien semi autos... its also several tubelar magazine 22s like the nylon 66. its just evil becuase it holds 15 rounds of 22 shells...its a bullet hose don't you know. Heaven forbid it take 30 seconds to reload it...( ok so 10 if you have speed loader tubes)

im guessin that it will be the FN 5.7.... there is already a bill before the house to ban the gun and the ammo... even though the ammo that is actually AP is so hard to get that its almost impossible...$9 a round is way more than any criminal would spend... but both are already on a bill

I think imported guns are the easiest to ban. I believe they can be banned pretty much at the whim of the president via executive order and by ATF reinterpretation of what constitutes a sporting purpose. I believe Giuliani or Hillary could pretty much eliminate imports immediately if they are elected.

Could you please post a link.

I would wager anything that looks like a AK47. They would not know what to do if they couldn't post that pic in the background on the news. After all it's what Osama keeps near him in videos so it must be bad. War on Terror and all that.:neener:

I'd put my money on the Saiga-12 getting a ban if they are ever around in enough numbers to catch the attention of congress. I'm surprised they haven't been weaseld into being "destructive devices" yet.

Correct me if I'm wrong, but dident Mr. Bush say way back when the AWB was about to sunset that he'd happily sign it back to life if only the two parties could get it to his desk, you know congress and the senate!!!!!!

HR 1784 IH

110th CONGRESS

1st Session

H. R. 1784

To protect the Nation's law enforcement officers by banning the Five-seveN Pistol and 5.7 x 28mm SS190 and SS192 cartridges, testing handguns and ammunition for capability to penetrate body armor, and prohibiting the manufacture, importation, sale, or purchase of such handguns or ammunition by civilians.

IN THE HOUSE OF REPRESENTATIVES

March 29, 2007

Mr. ENGEL (for himself, Mrs. MCCARTHY of New York, Mr. KENNEDY, Mr. FARR, Ms. WATSON, Mr. BRADY of Pennsylvania, Mrs. MALONEY of New York, Mr. PALLONE, Mr. SHERMAN, Mrs. LOWEY, Ms. WOOLSEY, and Mr. MORAN of Virginia) introduced the following bill; which was referred to the Committee on the Judiciary

A BILL

To protect the Nation's law enforcement officers by banning the Five-seveN Pistol and 5.7 x 28mm SS190 and SS192 cartridges, testing handguns and ammunition for capability to penetrate body armor, and prohibiting the manufacture, importation, sale, or purchase of such handguns or ammunition by civilians.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the `Protect Law Enforcement Armor Act' or the `PLEA Act'.

SEC. 2. FINDINGS AND PURPOSE.

(a) Findings- Congress finds the following:

(1) Law enforcement is facing a new threat from handguns and accompanying ammunition, which are designed to penetrate police body armor, being marketed and sold to civilians.

(2) A Five-seveN Pistol and accompanying ammunition, manufactured by FN Herstal of Belgium as the `5.7 x 28 mm System', has recently been recovered by law enforcement on the streets. The Five-seveN Pistol and 5.7 x 28mm SS192 cartridges are legally available for purchase by civilians under current law.

(3) The Five-seveN Pistol and 5.7 x 28mm SS192 cartridges are capable of penetrating level IIA armor. The manufacturer advertises that ammunition fired from the Five-seveN will perforate 48 layers of Kevlar up to 200 meters and that the ammunition travels at 2100 feet per second.

(4) The Five-seveN Pistol, and similar handguns designed to use ammunition capable of penetrating body armor, pose a devastating threat to law enforcement.

(b) Purpose- The purpose of this Act is to protect the Nation's law enforcement officers by--

(1) testing handguns and ammunition for capability to penetrate body armor; and

(2) prohibiting the manufacture, importation, sale, or purchase by civilians of the Five-seveN Pistol, ammunition for such pistol, or any other handgun that uses ammunition found to be capable of penetrating body armor.

SEC. 3. ARMOR PIERCING AMMUNITION.

(a) Expansion of Definition of Armor Piercing Ammunition- Section 921(a)(17)(B) of title 18, United States Code, is amended--

(1) in clause (i), by striking `or' at the end;

(2) in clause (ii), by striking the period at the end and inserting `; and'; and

(3) by adding at the end the following:

`(iii) a projectile that--

`(I) may be used in a handgun; and

`(II) the Attorney General determines, pursuant to section 926(d), to be capable of penetrating body armor.'.

(b) Determination of Capability of Projectiles To Penetrate Body Armor- Section 926 of title 18, United States Code, is amended by adding at the end the following:

`(d)(1) Not later than 1 year after the date of enactment of this subsection, the Attorney General shall promulgate standards for the uniform testing of projectiles against Body Armor Exemplar.

`(2) The standards promulgated pursuant to paragraph (1) shall take into account, among other factors, variations in performance that are related to the type of handgun used, the length of the barrel of the handgun, the amount and kind of powder used to propel the projectile, and the design of the projectile.

`(3) As used in paragraph (1), the term `Body Armor Exemplar' means body armor that the Attorney General determines meets minimum standards for the protection of law enforcement officers.'.

SEC. 4. ARMOR PIERCING HANDGUNS AND AMMUNITION.

(a) In General- Section 922 of title 18, United States Code, is amended by adding at the end the following:

`(aa) Five-SeveN Pistol-

`(1) IN GENERAL- It shall be unlawful for any person to manufacture, import, market, sell, ship, deliver, possess, transfer, or receive--

`(A) the Fabrique Nationale Herstal Five-SeveN Pistol;

`(B) 5.7 x 28mm SS190 and SS192 cartridges; or

`(C) any other handgun that uses armor piercing ammunition.

`(2) EXCEPTIONS- This subsection shall not apply to--

`(A) any firearm or armor piercing ammunition manufactured for, and sold exclusively to, military, law enforcement, or intelligence agencies of the United States; and

`(B) the manufacture, possession, transfer, receipt, shipment, or delivery of a firearm or armor piercing ammunition by a licensed manufacturer, or any person acting pursuant to a contract with a licensed manufacturer, for the purpose of examining and testing such firearm or ammunition to determine whether paragraph (1) applies to such firearm.'.

(b) Penalties- Section 924(a)(1)(B) of title 18, United States Code, is amended by striking `or (q)' and inserting `(q), or (aa)'.

now remember that the SS190 and SS192 ammo are almost IMPOSSIBLE to get on the civilian market

and this is the 3rd time this bill has been introduced... it is currently referred to the House Judiciary, Subcommittee on Crime, Terrorism, and Homeland Security... which is also the place where HR 1022 is as well as other firearms related acts...

i recommend reading through this every so often

I think you'd be better spending your time contacting your representatives and getting new shooters to the range than trying to guess at what might be banned and you'd be allowed to keep.

Funny, I use SS197 in my PS90, I believe. Blue polymer tip, but it still pops right through IIIa armor.

Do you have some pictures of your testing? I certainly wouldn't expect it to.

It won't.

Keep in mind though, that SS190 is not illegal. It's simply restricted by FN to law enforcement by their own choice (Probably publicity.) But if you watch gun broker, some police departments have figured out they can sell their supplies of ss190 for LOTS of money.

I just buy the "knock off" ss190 ammo from one of the several internet companies that make it. And it certainly will go through IIIA armor, since that's what it was designed to do.

(2) prohibiting the manufacture, importation, sale, or purchase by civilians of the Five-seveN Pistol, ammunition for such pistol, or any other handgun that uses ammunition found to be capable of penetrating body armor.
So much for TC Contenders. I wonder how my .44mag wheel gun will fare?
EDIT: Also note that they are determining the Five-seveN pistol should be banned because it is capable of firing ammunition that is capable of penetrating body armor even though that type of ammo is illegal.

What does steel core 9mm do to body armor? IIRC the ATF has outlawed armor piercing handgun ammunition, but this law would effectively ban ALL HANDGUNS because ANY handgun is uses ammo capable of penetrating body armor even though the AP ammo is illegal for us surfs to even posses.

Sneaky bastards

I expect the next big push for a ban will be to reinstate the AWB ... I've already read over a dozen editorials in various papers begging for its return. Expect the 5.7mm ban to be folded into the new AWB.

Nebor,

I can post, less than 24 hours from now, a series of photographs showing SS197 punching through a IIIa vest. I have a IIIa vest I no longer wear, and my PS90 and I want to go to the range.

First hand experience, SS197 WILL go through a IIIa vest. It was one of the first things I tested out of the 10.3" barrel.
