This is the best line in the article, IMO:

Authorities report on gun seizures in order to demonstrate their ability to control the flow of weapons. But the effort backfired in July, when three journalists were injured after a gun misfired during a police news conference on illegal weapons in Nanchong, Sichuan.

"I am the only one here qualified enough to have this weapon!"

Based on my observations, there is a huge pent up demand in China for shooting firearms. There are several gun ranges here right near DFW airport. They come in groups of 10-30 people with a translator to rent pistols and rifles, get instructions then shoot. Then, they're on their way to catch a flight.

I do wonder sometime but we had similar results in Detroit Metro with all of the foreign engineers in & out of the place. They (foreigners, in general) that all of us were carrying and paid zero attention to the firearms on our hips. :p
