Understanding the Black Powder/Mixed Tannerite 50lb limit

I have done a little research and it looks like since about 2005 (allegedly due to Brian Child's infamous 100lb charge) that the ATF has been interpreting mixed Tannerite like gunpowder (a possession limit of 50lb under 1975 regulations not being considered a DD--increased from 5lb prior to 1975).

I have a number of questions:
1. If I own a couple pounds of black powder, can I only mix 48lb of Tannerite at once not 50?
2. The black powder reg is only for "commercially manufactured" black powder or that "intended to be used solely for sporting, recreational, or cultural purposes in antique firearms". Since Tannerite is not used in antique firearms as homemade black powder may be, is making your own Tannerite-equivalent a crime since it is non-commercial?
3. Is the possession limit per person? Could I mix 50lb and my buddy mid 50lb and set them down next to one another?
