I frequently get delayed, but not all the time when I fill out the 4473. Sometimes I get delayed for 45minutes, sometimes for the maximum which is like 4 or 5 days. I have no previous criminal history and I am getting annoyed. I have tried to use my CCW which in Kansas is supposed to clear you if you get delayed, but mine was issued before the legislation came into affect and therefore doesn't work.:banghead:

My question is: Has anyone applied for the UPIN? If so, how long was the turnaround on the paperwork? I have the paperwork filled out and plan on getting fingerprints done (required for the appeal) sometime this week.
 
My UPIN took over six months to get but my situation was particularly complex owing to a grossly inaccurate FBI record. You mentioned "required for the appeal", if you mean you were denied and are appealing, that is taking 3+ months last time I checked. If you mean for the voluntary appeal file, it will all depend how cut and dried your situation is.

Even after getting my UPIN, I still encountered consistent delays. Then, once I was granted naturalized US citizenship, the delays disappeared. The longest I've seen since is maybe 3 minutes.

I'm meticulous beyond the pale when filling out form 4473, I ask the counterman to compare the printed UPIN with the one I wrote, then I check it one more time. I also press to visually engage the counterman in order to ensure he understands I have a UPIN and the importance of using it. So far, so good.

I got my UPIN about 2 weeks after I applied for it. The waiting time has significantly improved. About 75% will still get a delay up to 3 hours, a very small percentage would get an immediate proceed. And the rest of it would take 15 minutes. Before the UPIN, I also got a proceed the next morning.

Same as bikmeutt, once I get my US ciitzenship, in a few months, and after informing the VAF, I will test the waiting period.
 
Born US citizen with a UPIN checking in... I still get delayed EVERY time and talked to the VA state rep about it. Turns out there's a dirt bag in the state with the same last name and DOB with a rap sheet, so the computer kicks me into the "manual verification" pile. The delay is however long it takes them to personally look and see my SSN is different and that I'm not actually said dirt bag, then it gets approved. It's usually a couple hours, has been the next day a few times depending on the time I get in line, gun shows, etc.

Bottom line, the UPIN won't help you at the State level, only for clearing up problems at the Federal level of the background check.

Where does it say that if you received your CCW prior to July of last year (before July because the law took effect July 1st, 2011) that it won't work to bypass having to have the form 4473 called in? I live in Kansas and have heard nothing of that.

WA is a POC state for handgun purchases, FBI for long gun. Since my handgun transfers now proceed in a timely fashion, it may just be the case that your dirt bag is worse than my dirt bag :)

Seriously though, the whole point of the UPIN is to remove identity ambiguity, that has to be frustrating for you to deal with.
