Can a Joe Schmo, non FFL holder, ship a firearm throught the US Postal Service to factories or smiths for modifications to handguns?

NOPE, at least if it's a handgun

Only FFL to FFL shipments are allowed (or FFL to manufactures). We even have to either prove with a copy of our FFL and the ship-to's FFL and/or sign a document saying that it's going to an authorized (FFL) dealer.

FexEd and UPS require overnight $$$$ shipping (I've been told even for FFL's), DHL requires firing pin REMOVED from gun & sent seprate, firearm disassembled AND a minimum of $5,000 monthly business.

So you are stuck

Like the others have said....if using the USPS a long gun can be shipped, if it is declared. For handguns...UPS, Fed Ex, etc. and it must be declared.

And to further refine that you only are legall obligated to declare to fedex and ups if its not going to a FFL.

As far as I know, it is still legal for an individual to ship a handgun to an FFL via FedEx or UPS per the shipper's policy (Overnight or 2 day). Someone please correct me if I'm wrong.

Correct if shipping UPS or FEDEX, not USPS (Post office).

Soybomb, you are technically correct as far as the law goes. But the law says they don't have to ask, it doesn't say they cannot. So, if they ask, and your shipment complies with the law and the carrier's rules, why not tell them what is in the package and not spend a whole day arguing and screaming at each other?

You can find UPS rules at:

http://www.ups.com/content/us/en/resources/service/terms/firearms.html

and the site also lets you download a pdf copy of their Tariff Terms/Conditions of Service which has more detail.

If I say nothing I can send a handgun in for repair for $10 by shipping it ground instead of $60 overnight shipping would require. To each his own. No arguing or screaming, I just hand them the box and don't blurt out "Its a gun!"

I thought you could ship a handgun as long as it was going to a FFL? That sucks! So you have to take it to your local FFL (and pay them whatever they want) to ship it back to the factory or to a smith with a FFL?

No...

You CAN ship ANY firearm directly to a gunsmith or repair facility (like the factory) for repairs. The firearm then can be shipped directly back to you.

You CAN ship long guns through USPS to a repair facility.

You can ship handguns via UPS or FedEx.

You may NOT ship handguns via USPS, unless you are an FFL.

You MAY ship firearms to a person in your State for transfer.

You may NOT ship one to an individual across State lines.

And, from what I understand, you CAN ship firearms to YOURSELF.
