WASR ?'s: MO, IN, & IL

Gentlemen - I'm thinking I want a WASR. I recently transferred my place of employment from St.Louis to Indianapolis. I still own my house in StL and am renting in Indy 'til our house sells - then we buy a new house and the wife/kids move on out.

I'm noticing some good deals at one Indy chain store - $319 for hi-cap WASRs. The lowest I recall in StL was $370.

I'm told, as a legal resident of a "non-touching" State, I can't buy a long arm in Indy until I get a Indy D.L. In theory, I should be able to buy a rifle in any State touching Missouri, right? Not when I called one of those chain stores in IL - not according to their store in Peoria. They want an Illinois FOID.

Most of this, I suppose, belongs to the legal forum but my sub-question is this:

Anyone know of equally good deals on a WASR in the StL area? If not, a store who DOES sell to residents of neighboring states in Springfield or Peoria with a similiar price?

According to the ATF website, "A person may only acquire a firearm within the person’s own State, except that he or she may purchase or otherwise acquire a rifle or shotgun, in person, at a licensee's premises in any State, provided the sale complies with State laws applicable in the State of sale and the State where the purchaser resides. A person may borrow or rent a firearm in any State for temporary use for lawful sporting purposes." I don't remember Indiana law myself now though but this link should have it.
 
check out a gunstore called pops guns. ot os on ondy and when i went up there a while back they had some ok deals definetly better than the competition around the area.
 
You don't need an Illinois FOID to buy a rifle in Illinois if you are a resident of a contingious state. In fact there is no provision in the FOID law for a non-resident to even get a FOID. Unfortunately not all of the retailers know this and err on the side of caution.

(430 ILCS 65/3a) (from Ch. 38, par. 83‑3a)
Sec. 3a. (a) Any resident of Illinois who has obtained a firearm owner's identification card pursuant to this Act and who is not otherwise prohibited from obtaining, possessing or using a firearm may purchase or obtain a rifle or shotgun or ammunition for a rifle or shotgun in Iowa, Missouri, Indiana, Wisconsin or Kentucky.
(b) Any resident of Iowa, Missouri, Indiana, Wisconsin or Kentucky or a non‑resident with a valid non‑resident hunting license, who is 18 years of age or older and who is not prohibited by the laws of Illinois, the state of his domicile, or the United States from obtaining, possessing or using a firearm, may purchase or obtain a rifle, shotgun or ammunition for a rifle or shotgun in Illinois.
(b‑5) Any non‑resident who is participating in a sanctioned competitive shooting event, who is 18 years of age or older and who is not prohibited by the laws of Illinois, the state of his or her domicile, or the United States from obtaining, possessing, or using a firearm, may purchase or obtain a shotgun or shotgun ammunition in Illinois for the purpose of participating in that event. A person may purchase or obtain a shotgun or shotgun ammunition under this subsection only at the site where the sanctioned competitive shooting event is being held.
(c) Any transaction under this Section is subject to the provisions of the Gun Control Act of 1968 (18 U.S.C. 922 (b)(3)).
