Negligent discharge within city limits. If anyone hurt by his actions, throw the book at him. It would be for any non-LEO types. If anyone's home or car is damaged, he foots the bill. That's how I'd see and and what I'd expect to be charged with as a citizen.
Also, threat was gone, he became agressor, does not bode well in court these days. However, ex-LEO will likely have some strings pulled for him that you and I cannot even reach, let alone contemplate.
In a fair world at least, which does not apply here in America by any stretch.
