What is this little whirligig for?

So this came free in a previous order of AR stuff and it's been driving me nuts; what is it or what is it for? My best guess was a bottle cap opener, but it seems ill-suited and I don't know why it has two slots and the huge ring on the other end. Can't find it on the www.tacfunusa.com website.

My best guess was a bottle cap opener,

Bingo.
The huge ring is for keys, one slot for lifting can tabs, the "claw" for bottle caps.

At busier drinking establishments I have seen the beer-tender girls wear them on a bracelet.

Easy to grab, not in the way.

Normally these just help remind you to drink and drive every time you grab your car keys . This one encourages drinking and shooting while driving. Just a variation on a theme.
